what are the legal issues surrounding putting a confused (due to dehydration) detoxer into a prorestraint chair to give iv fluids (normal saline)?

I would defer that to your Board of Nursing, but as a personal matter, I would have no issues with it.

If they are confused, they are not in their right mind, therefore, they cannot consent nor refuse anything, therefore, you have to defer to safety, which is to administer the fluids.

You can't exactly do the alternative..NOT administer anything because if someone is detoxing to the point of having to be in full restraints, you can't leave them in that condition.
