Has anyone received an associate's or bachelor's from here?
How are clinical done and approved by your states BON as most require X amount of clinical hours/experience to sit for nclex. But the excelsior site says they don't have clinical?
Recommend the school?
(I don't mean to sound negative or have a bias; however a online nursing school does seem a little suspicious if your not already an RN seeking a bachelors?) on my states BON site, I searched 'excelsior' and it says:

......interesting. Would love to hear your thoughts on this or personal experience.

I received my ASN and BSN from Excelsior. For my BON, I simply had to show that already had clinical experience as an LPN; had far more than the required hours.
In reviewing your post, it seems to me that your only option after graduation from EC would be to take the NCLEX from a neighboring state, work for 960 hours as an RN in that state, then apply for an AZ license by endorsement. Once that's done, you'll have an RN license in two states...
...Unless your LPN transcripts and documentation to Excelsior shows that you have met the clinical requirements to be accepted into the program. You've contacted your BON. I suggest contacting Excelsior for clarification as well since I'm sure they have Arizona students.
If you're still unsure after that, double check again with your BON to verify what the EC enrollment advisor tells you.

Arizona is different. Once you complete the program and pass the CPNE, Excelsior helps to arrange the 120hr supervised clinical in AZ so the candidate can be licensed.

I am a big proponent of this program. I am waiting to take the CPNE and there is a testing site in my state but to reduce my wait time i selected sites in my state along with NY and Texas. My choice to do so. If you are highly motivated to obtain your RN then this is the program to do. I averaged one nursing test every 6 days. Now i was out of work with a broken foot at the time and was able to dedicate a large amount of time to study.

There is no clinical. There is a single clinical proficiency nursing exam at the end. Presently only offered in a few states. Depending on where you live it may involve travel
