Erie Community College RN Program

Hello! My boyfriend is currently an LPN. He applied for the Spring '18 RN program at ECC. He had a good GPA, got a high score on his entrance exam, and completed all of the pre-recs except micro-biology (he was told he could complete that in the program). He received a letter today stating that he was entered into the general studies with a track toward nursing. We are both confused because there was no confirmed denial or acceptance. Can someone please tell me if what this letter is supposed to serve as?
