Passing the CPRNE does not get you a work permit. A nursing license and a work permit are two different things. If you want to write the CPRNE you have to contact the college of nurses in the province that you want to be licensed in.They will tell you how to proceed with your application for a license. The work permit is a separate issue and I don't know the ins and outs of that. You would have to go to cic.gc.ca for information.
Be aware that typing in all capital letters denotes yelling when you are online.

Only way to determine is apply to the college and meet requirements. Only they can decide if you can sit the exam
In regards to work permit, you need to check the CIC website
