My pearson vue declined i used different exp date so does it count that i fail ?

There is quite a bit of ambiguity regarding the PVT. For some people, it has been accurate. For others, it hasn't. The official results will tell you for sure. If your state participates in Quick Results, you should be able to get them if it's been 2 days. Otherwise, keep an eye on your state's license verification website.

California doesnt have quick result i tried the ca.breeze but still theres no license on their record , i'm hoping i pass my computer shut down 89 with 17 SATA one computation , delegation to UAP and priority
