I didn't really read the article closely. 

If it is a widely used vaccination that has a long history of safe use, like BCG, it is best to start in the most vulnerable populations and regions.  The USA would also be one of those areas...we don't give infants BCG here routinely.  There looks to be some statistical correlation between BCG vaccination of a population and decreased susceptibility to COVID (and other viruses). It's not really a meaningful correlation at this point. But it's something.
