Here I am again! Just one more question for you wonderful and helpful people. What does it mean to "maintain clean technique" for the toothbrush? I swear we never went over this in class.

"Clean Technique" is the vernacular for "medical asepsis". It's the general generic term for whatever applicable measures are needed to achieve asepsis for the particular activity.
I don't know what specifically you were taught for handlingthe toothbrush. It might include gloves or proper handwashing, placing toothbrush on a towel instead of directly on the sink, proper cleaning of toothbrush, proper placement in a holder to air dry.
