Hi everyone,
I had a nurse degree in China and a master degree of other major in the USA.
Do I still need the English test in order to get the visascreen? Because from
the CGFNS's website, it says only professional education in the USA. can be
exempted. But another website says that graduates from college, university in
the USA. can be exempted. Now I am really confused. Does somebody know
anything about this?

Rules have to be followed from CGFNS website since they are the ones that would be doing the Visa Screen Certificate. If you have attended the University here, then the exams should be no problem at all for you. Plus many facilities want proof of your English skills.............some states even require the exams for licensure, such as Maryland, and Massachusetts.

The only way you can be exempted is if you earned a bachelors of science in nursing in the United States or a country that is exempt from the English requirement (UK, Canada (except Quebec), Ireland, Australia)
Even though you have a master's degree, it won't exempt you from the English requirement, even if you have a Masters in Nursing. They go by the country where you earned your bachelors/diploma.

English proficiency is a needed requirement for the VS. There is no way you can be issued a VS without it.

As stated above, only if you complete your nursing degree in the US. Any other type of degree doesn't qualify for the exemption.
If you have the Master's from the US, then the requirement should not be any problem. The cheapest way will be for you to go the route of the IELTS exam which can be done in one day, academic approach with the speaking section. Cost is about 1/2 of the TOEFL/TSE/TWE route.
