CGFNS explanation letter

Hi! I am a green card holder from Maryland and i have a degree in nursing from the Philippines. However, i did not take the Philippine licensure examination since i do not intend to practice there. I requested for cgfns evaluation as part of maryland board of nursing requirements. The cgfns notified me that they have received all the necessary requirements last oct 23 and oct 28, 2017 and is now being reviewed by the evaluator. Its already january 1, 2018 but i still havent heard any feedback from them. How long is the usual waiting time? I called them up to follow up last december if they needed any more documents or information that i could provide that would help speed up the processing and the one that i spoke with said that the evaluator might ask me to write a letter of explanation as to why i did not took the exam. Does anybody has the same experience as I am? Do you think my reason for not taking the local licensure exam in the philippines is valid? Also, i wanted to ask how to make an explanation letter for CGFNS stating my reason on why i do not have a license in the philippines as mentioned above.
