CES 'TRULY' a req. for PR educated initial exam licensure?

Any alums from Puerto Rico licensed through Texas? Did they require you to have CES?

I have been corresponding with Texas BON through email. I've asked them if CES is necessary if our program was in English.

I found one of THEIR documents that explicitly states that graduates of programs from Puerto Rico and U.S. Territories ONLY NEED the affadivit of graduation signed by the Dean of Nursing if the program was in English. I've pointed out this document to them, citing the text, which they did not address, but just continue to assert that CES is necessary.

I know instances where some students paid all the fees and went through the trouble, only to find out that the Board went ahead in the licensing process without it. I dunno if these board reps are getting kickbacks from CGFNS or what, but it's very frustrating.

If you or any other nurse you know was educated in Puerto Rico and went through initial exam licensure in Texas, can you let me know if CES is TRULY a requirement?
