I am helping my friend in her CA application. Can I follow up for her? Does she need to make or sign any authorization letter stating that she is authorizing me to follow-up for her? Or is there any prepared form for that? If there is where can I download it? Thanks.

Again, would not go for licensure in CA as one will have to go for licensure in another state to keep their results active from the NCLEX exam.
Your friend can send something to CA BRN, but do not advise that as then she will not be able to have access to her own file. It is never recommended to do that.
There is no reason to do a follow-up in the first place, and would just suggest that she wait the normal four months for the approval.
Next I would have to ask why she is unable to do it on her own? If having problems with something with the application or language, then she is going to have issues with working here. Always best that the person take responsibility for everything that is being done by them and not put someone else in place to take care of it for them. Have seen too many problems occur and this is per reports from other posters here as well.

It is really preferable that you let your friend do it herself. You can help but let her do it herself. She better learn now on how to properly communicate or if the issue is she is not computer literate enough to even send an e-mail, she better learn to or she will be severely disadvantaged if working in a foreign country. Some maybe smiling on what I just wrote but I know a lot of more mature applicants that find it hard to even do an e-mail or are not technically-inclined. Don't need to be tech-savvy but one should be tech-literate enough to learn how to operate high-tech medical devices.
