TL;DR- Recruiters from hospital A call me two days after I tell hospital B I'll take the job they offer me. I change my mind because hospital B is acting kind of shady. Can I call hospital A back now, or is it too late?
I'm a recent grad looking for my first job, which are very scarce in my area right now.
About a month ago, on a Friday, I got a call saying I was being offered a job I had interviewed for. That next Monday, I got calls from two different nurse recruiters at another hospital I'd applied to. I was out running errands so I couldn't call them back during office hours that same day, but they both called me again the next day anyway. I talked to one directly and told her I'd accepted another job. I left a voicemail for the other one, who called me back to ask if I was already locked in to the other job, or if I was just considering it.
To make a super long story shorter, I ended up changing my mind about the job I was offered. They put off the day I was supposed to come in to fill out paperwork twice, and when I finally went, they told me they'd miscalculated their budget, so they could only offer me part-time instead of full-time, and it would have to be for slightly less money than the nurse manager had told me (I want to point out that I didn't ask her what they paid, she told me they always started new grads out at x per hour).
I honestly would have been happy with a part-time job for the lower pay, but the fact that they jerked me around about it for two weeks, combined with the nurse recruiter's attitude like I should be grateful for whatever they would give me and not ask questions about it, made me reconsider whether it was really a place I wanted to work. I told them I didn't think I was a good fit.
Now I'm back at square one. New grad with no experience and not many places willing to hire me. It's been a little over a month since I talked to the recruiters at the other hospital, but it really did sound like they might have been interested in having me interview.
Would it be alright for me to call them and tell them the other job didn't work out and I'm still interested in their hospital, or would that be inappropriate after so much time has passed? Should I just reapply through the online system? What should I do?

I think it would be okay, you can always try, the worst they can say is no!

We've all had 2nd thoughts about whether we'd made the right decision about taking, or declining, positions.
Yes, call them them back and state through a turn of events you are available and ask them if they will consider you.
i recently had a nurse reject a position, then called back HR stating she had made a mistake and asked if we'd reconsider her. She should be starting in a few week. Not the exam same position, but still a benefited position.
