It is funny to me that this iniative focuses on the campaign spending of canidates, as well as restricts corporate donations. There is not; however, any limits on third party ads (like the swift boaters) or union contributions.

It also strikes me as odd, that the CNA states that the catalyst for this bill was the great amount of money spent in the 05 Cali special election. Why this strikes me as odd is that it was unions and others that spent 100 million to fight the governors ~80 million expenditure...

The same restrictions apply equally to unions as for corporations.

There are restrictions on independent expenditure committees (third party) advertising.

Angelides endorses campaign-finance reform ballot initiative

OAKLAND, Calif. - In a break with some of his party's most influential supporters, Democratic gubernatorial candidate Phil Angelides on Thursday endorsed the campaign finance-reform initiative on the November ballot.

The initiative, sponsored by the California Nurses Association, would limit campaign contributions and authorize public financing for state candidates. Angelides said he wants to reduce the influence of HMOs, oil companies and tobacco companies in Sacramento.

I think the only way to fix the system is to make public financing of elections the norm instead of the exception. The current system encourages corruption and influence peddling.
