My job requires that I have my license or interim permit by August 29th. I submitted my application to take the NCLEX back in early May, along with it I sent all my transcripts. After weeks of trying to get ahold of the board I finally got on the phone with someone today. She told me that they got my fingerprints, but my transcripts are missing. She told me to resend them, but did not give me clear information on what I should do after.
I am panicking at the moment about the possibility of having to wait even longer to start working.

Imagine me passing you a warm cup of tea, a cookie, and a caring face when I say this next part:
Sweetie, why did you wait 3 months to get on the phone with someone after hearing crickets all that time, knowing your job needed you to be licensed in 10 days? We all make mistakes, this is just a tough lesson learned.
Nobody can tell you exactly what to do except the board. If you need to get them back on the phone, do so. It may take multiple attempts, but you've got the time.
I would probably contact my nursing school, be sure they've sent the transcripts, ask if they do it all electronically, and AFTER they have confirmed that they have indeed sent them, I would call the board and verify that they were received and let them know you'd appreciate an ETA for your ATT to sit for NCLEX since you waited 3 months without the knowledge that they didn't have your transcripts already.

When you say "I sent my transcripts" do you mean you personally mailed a copy? or you requested your school to send a copy? I have transferred my license by endorsement multiple times and the BON's always required the transcripts directly from the school or another BON. If you didn't have you school send them directly consider having them resent asap.
I know it can be hard to get through to the BON, in the past I have started calling at 0901 and redialed repeatedly for well over an hour until I got through, you really need to know exactly what is "wrong" with your application. I have had the unpleasant experience of finding out my packet was on hold, I wasn't notified and wouldn't have know what the issue was (crazy stupid simple fix) if I had not called and asked.
