California Board of Nursing - Clinical Hours

The California Board of Nursing, on its website for applying for licensure by endorsement, states: Regarding instruction for out of state/country clinical students:

"The course of instruction shall be presented in semester or quarter units or the equivalent under the following formula: 1. One (1) hour of instruction in theory each week throughout a semester or quarter equals one (1) unit. 2. Three (3) hours of clinical practice each week throughout a semester or quarter equals one (1) unit. • Nursing Theory (For example 18 semester units – 16 wk semester) = 288 hrs. • Nursing Clinical (For example 18 semester units – 16 wk semester) = 864 hrs."

So...

My question: if I found a nursing program that was doing monthly clinicals...instead of weekly...but was meeting the amount of time for clinical hours, which the California Board of Nursing requires...would the California Board accept those clinical practice hours? or would they say...that the clinical hours need to take place weekly...and not monthly?

Do the words "under the following formula" mean that you can do monthly clinicals? and not weekly?
