Hi. I have an RN license for Massachusetts and applied for a license by endorsement for California two weeks ago online. A few days ago, I received an update online saying "Need transcript reflection completion of coursework in: Oral Communication." I immediately called the board and explained how a communications class was not a requirement for my nursing curriculum (and isn't a requirement for most schools). The guy I spoke to was not very helpful and suggested I submit a letter with course descriptions of the classes I took in nursing school. I submitted that online along with a letter explaining all of the classes I took that had focused on oral communication at one point or another in the class. I received an update today that said "LETTER RECEIVED, BASED ON REVIEW WILL NEED ORAL COMMUNICATION TO CONTINUE WITH EVALUATION. AS STATED ON CA PRE-REQ REQUIREMENT 10/03/2018." I'm not sure what to do. I read on another post on allnurses that the letter should have been enough for me to gain a nursing license. Several of my classmates who took the same classes as me and have not taken communications have received a California license by examination and endorsement. Should I pursue legal action? Should I take a communications class? I applied to new grad programs in the state and now I'm worried I won't get a license in time. If I take a communications class and finish it and apply for a license, I will have been a year out of nursing school and won't qualify for new grads programs.

California is notoriously difficult, but if you want a license in their state, you've got to play by their rules. I've never heard of "legal action" as a remedy in any case like this one. I would just take the class.
