I'm trying to apply for a new grad position that states it requires a 2 year sign-on commitment at the completion of the program.
No, I'm not PLANNING on breaking the contract, however my husband's job moves frequently and oftentimes last minute. I am wondering that if it came down to it where I had to move with my family and I broke my contract, would this affect my subsequent job applications when they call my old employer for references? For example, would a future hospital call and end up getting a bad review of me, due to leaving my contract early?
Yes, I'm aware breaking contracts may potentially mean paying a fine. Again I'm more worried if this action will affect future job opportunities if they see I've left a contract.

Can your husband say no? Or maybe delay a move? If he did move, could you stay behind for a few months if you are near the end of your contract?

Well.... what you expect them to say if you broke your contract? There's no way anyone can guess what your potential future employer might or might not say about you... there's too many variable.
