Availability for Disaster Relief

Did you click yes or no for availability for disaster relief when you applied for the exam?

The exact question-( Will you be available to provide health care services in special needs shelters or help staff disaster medical assistance teams during times of emergency or major disaster)

What does this mean exactly? Will you get paid for during this? Will they just call you up and you're required to go help no matter what? Will you be prosecuted if you don't go help or can't?
