I presume you already have eligibility to sit NCLEX? You will need to meet tourist visa requirements for Saipan, any idea why your mum wants you to change venue?
Further google indicates you will need to apply for a US tourist visa and there you may have issues. I would reconsider going to Saipan and rethink about staying with Hong Kong. Where do you live?
thanks, but i've been informed that there's no saipan embassy here in the philippines. she said it will be much easier for me to apply for a visa in the states if i have a us territory stamp in my passport. she's also a nurse in california..

Sorry, but I think that's nonsense, where did your mum get that information?????
For Saipan you need a US tourist visa so if you already have one then you are sorted if not then you will have to apply for one at the US embassy and no guarantee that you will get one.
You are also aware of retrogression and looking at years to get a work visa for the US?

if you do it quick, you might still be able to come here in saipan thru this.
nationals of all other countries require a vep to enter the cnmi. applicants who wish to travel to the cnmi must request a vep from the division of immigration. the requests must include the following information: request letter, name of traveler, copy of valid passport, place of birth, home address, facsimile and telephone number, nature of visit, copy of travel itinerary from the booking travel agent to include proposed entry and departure dates, the name of a cnmi hotel or address while in the cnmi, declaration of financial responsibility, and a copy of the applicant's round trip ticket/e-ticket.
these requests must be submitted at least four weeks before the intended date of travel and submitted directly by way of facsimile or mailed to the following address with reference that it is an authorization to board request:
