I used ERES last time for Texas Board, they answer phones around 4 pm USA time ( I think they have a message when you call and they tell you what time they answer phones). Since we have 3 times zones in USA you need to find out what time zone, I am Central Time Zone and Philippines is 13 hours advanced in time.
I have found them the most customer friendly, but they only have a certain window time to call.......

There are 4 time zones in the US Eastern, Central, Mountain and Pacific plus daylight savings time.
All of Texas is in the Central Time Zone, except for Hudspeth County and El Paso County in the westernmost part which are Mountain time zone.
Be certain to be calling during local business hours by accounting for time difference
thanks everyone
