Best home health agencies to work for in NC?

I work as a CNA for Maxim Healthcare and I'm so close to quitting. While I love doing home health, it's been difficult working for this agency and I don't know if it's like that in general. I understood before I started home health that hours vary but for 3 months I've been working as a fill in. The prime reason why I've been able to make relatively decent hours is because I've been steadily hounding the recruiters. After being forced to go above their heads a few times, I was finally assigned to a new and seemingly more professional recruiter but a lot of them come across as incompetent, lazy and lackadaisical.

Besides the recruiters, it seems like they hire more employees than they have available clients. At their urging, I did g-tube training which they reassured me that there's plenty of g-tube cases open. That was a month ago and I've yet to receive a case. I'm now doing habilitation technician training and was once again reassured that they'll have plenty of cases open soon that can regularly accommodate my schedule (weekday hours). Yet, they're still pressing me to do meet and greets for weekends/night shifts "in case a fill in is needed." My conclusion is that either they're trying to save face and don't know if they'll have anything for me or they've grown so accustomed to me picking up any and everything that they're reluctant to give me a regular client.

I'm afraid to leave because I jumped jobs so much before transitioning to home health plus it could be like this everywhere. Has anyone else had this experience with Maxim (or another agency) and switched with positive results?

tl;dr I'm fed up with my home health agency and want to switch due to infrequent shifts/lack of professional recruiters.
