You do not need to live in a state to hold a nursing license there -- people frequently apply before they move to a new state, or they move to another state but maintain their "old" license, or they live in one state but work in a neighboring state (or work as a travel nurse). State BONs just want to
know your current address, wherever it may be, and you're responsible for notifying them promptly any time you
change your address.
Residency only matters in the case of "compact" licenses, and that's a whole 'nother kettle of fish.
