    A penny-pinching state Department of Mental Health, Mental Retardation and Substance Abuse Services is wearing out nurses and other direct-care staff at Central Virginia Training Center. The state agency is requiring them to work mandatory overtime or face disciplinary action.
    It's a policy that will have to change - and change soon. The health and well-being of more than 500 residents at the state's largest facility for those with mental retardation is at stake.
