traveling nursing

i work with a small staffing agency that is looking to join the traveling nurse market. one of the big hurdles that we are facing now is doing background checks on new nurses that we will never meet face to face. what is requried? what is considered safe? how much does it cost? who pays for it? how does the fingerprinting happen?
