Tax Credit for Health Insurance?

Since this money isn't "reportable income", does it count towards the income requirement to qulaify for a tax credit under the ACA? Reimbursements (per diems, M&IE, housing stipends, housing, uniforms, licensure fees, travel) are not income. As long as you maintain a legitimate tax home and follow the associated rules. So they do not flow through to your W-2 or your 1040, nor will the ACA consider them in any way.
