Sorry, but local travelling does not give you the perks that you get by going out of your area. What you are speaking of is just what can be called a per diem contract, in the true sense of the word.

If i work a per diem contract would i still be able to get free housing? Is there a way for me to travel to NYC eventhough I am a resident of NYC. When I start traveling I will not have an apt in nyc. I will stay time to time w/ my mom in NY. Does this mean that I will still be a nyc resident. I wounder if I could get around if I use my dad's address in GA. ANy suggestions?

Housing doesn't come with per diem contracts.
What you do is dependent on where your legal residence is. Simple as that.
You keep mentioning that you are a resident of NYC; if you are, then you do not get non-taxable housing.
