I'm trying to get a postion in Chicago...HELP!

I'm on my second travelling assignment and trying to go to Chicago next. I've run into several people that say Chicago doesn't take travelers. Some have said that I have to do agency or local to get a job there. I'm just confused about how to proceed. I find it hard to believe that Chicago doesn't need extra nurses. I've also heard that there are certain companies to travel with in order to travel to Chicago. Maybe I'm with the wrong company? I've just come up with a bunch of dead ends. Help please!!
