In the not so distant past when the "shortage" was active and the economy was good. Bargaining did take place to get nurses in the door or to beg them to work/stay the holiday...OT. I would offer double and greater to fill these crucial spots. The need no longer exists so the offers at no longer there.
You can always ask......but I wouldn't expect anyone to take you up on the request. What do you bring to the table that is worth paying the exorbitant price for?
