$34/hr for OR nurse in VA?

OK, can anyone tell me if $34/hr is a good rate for an OR nurse in VA? It sounds great to me...but I am working with an agency I have heard typically low-balls.

Also, should I expect/insist that I am offered a cash subsidy if I don't take benefits? I have been offered one for my own housing ($1200) but was told no for the benefits (I don't believe that though). Any thoughts would be helpful...
