No, you'll need to renew every 2 years in Texas. In addition, the Texas BNE stopped sending out paper card licenses this year to curb the practice of fraud, so you won't be receiving any hard copy license in the mail.
Your renewal date corresponds with your birthday. People who were born in odd numbered years (1971, 1965, 1983, etc.) will always renew during odd numbered years (2009, 2011, etc.) around the time of their birth month. People who were born during even numbered years will always renew during other even numbered years (2010, 2012, etc.).
If you have to renew so soon, you were probably born during an odd numbered year. Don't worry, because after this year's renewal you won't need to renew until late 2011.
