Foreign Applicant Educated Outside of US

Can someone give some advice on how to be eligible to take the NCLEX exam? I graduated with a BSN in the Philippines, however, I was not able to take the board exam before migrating to Texas. I also will not be able to obtain a VOL, does this disqualify me from taking the test?

Any information provided would be greatly appreciated
