Vacation scheduling

We recently formed a "Staff Action Committee" in our Level 1 ED here in the Tri-Cities in East Tennessee. Our first task is to revamp the current policy regarding scheduling of vacation requests. i.e: in-house seniority vs. job description seniority vs length of tenure in the current position, etc.

Can ya'll give me some idea of what other methods are used for determining eligibility for vacation seniority. We have been given a December 31st deadline or wait another year.
