The area is very poor economically and has always had a very high crime and murder rate. It's unfortunately a forgotten steel town that has very little to offer culturally or in the way of enjoying yourself outside of work / school.
I live in Youngstown and I must disagree. Yes there was a time when it was "just a forgotten steel town" but downtown is being revitalized! Businesses are opening up everywhere! Sure there are a couple bad areas, especially on the south and east sides but downtown and the North side are much better than they were.
There are plenty of things to do outside of school and work. See a show or game at the Covelli Centre, see the symphony at the old Powers auditorium, visit one of the awesome restaurants such as V2 wine bar and Susie's Dogs and Drafts! Take a look at the Arms museum. And take a drive or hike through the pride of the area: Mill Creek Park!
