If I plan on going straight into the RN program at Galen after I finish the LPN program, I don't have to sit for boards/do provisional hrs right? I am not planning on working while in the RN program.

Personally I wouldn't apply yet. I applied a quarter or two before. I also decided to wait a quarter when I was accepted and they said it was no problem.

I think if it does go to 18 months the first 3 months are just going to be pre reqs... so if you already have them done you don't have to go the first three months.
