How small is rural?

Awkward title I know...anyway I'm applying to a hospital about 1.5 hours from major metropolitan area. Their website describes them as a 70-bed community hospital. Is 70-beds too big to be considered rural? I haven't been out that way yet to actually see what the community looks like, so I have nothing to go on except the website description.
