reactivating a license in Saipan

i have plans on having my license become inactive for a bit because I wont be using it for the next 3 years. What are the requirements for reactivation in Saipan? I cant contact the BON... by phone or email. Anyone here a nurse in Saipan? I would greatly appreciate the help.
