BSN grad on philippines no license can i take NCLEX in WA?

hey im just a recent graduate at SLU but i did not take the licensure exam and did not finish my cases. because i have to be here immediately cuz im turning 21 and if i not get here my application for immigrant will have some problem. now im here i am having trouble for applying nclex. i just applied to california but they disapprove me becuase i dont hold a license and i did not finish my cases. my option is that i will apply here in WASHINGTON but i want to know if do they require if your educated outside US to hold a license and that your cases should be complete?? i need help guys. thanks
