What are the laws for nurses inserting picc lines...

I work in Interventional Radiology in Brooklyn New York and we have a PA and an MD inserting PICC lines with sonogram guidance and fluoro confirmation.... I scrub in with the PA for PICC lines.... my question is.... will I be able to do this myself legally? I assume I would need to get PICC certified...but what about the fluoro? anyone have any info about it? I'd also have to learn how to use sonogram and to use the fluoro machine... what are the laws behind this....
