I am a US citizen and thinking of going to school in the philippines. I have found out if i go to school in the philippines i'd have to go for 3 years to get a BSN. However, does anyone know if i would have to go through a whole bunch of loops in order for me to work in the State of Washington?

Most definitely a bunch of hoops and loops.
There are issues with a good number of second courser programs over there right now and we are expecting quite a few to hit the chopping block and be gone. The three years is only if you have a Bachelor's degree in another area, not if you are starting from scratch.

Please take the time to do some reading on the Philippine Forum about these program.

Just an advice... Stay in Washington and get you to nursing school here. Our program in RP is 4 years BSN unless it was changed. No offense to my alma mater, I am proud to be a product but that was 18 years ago and reading all the changes here will be an easy decision to get your RN in Washington State.
Just my honest advice.
