its just a bill until Bush signs it, still a welcome proposal to all aspiring nurses

You will see hundreds of bills of this type. They come and go all of the time. Until they are acted on by Congress, and the House of Representatives, as well as Bush; they are just a wish list, and nothing more.

I would not even think about it. Simply put, it does not exist.
