My nephew has graduated recently as a nurse in the Philippines. Can he apply for a US license without a Philippine License. Any advise. Thanks.

yes! infact there are states that does not require local license.

I would suggest a good read on here and the International forum. Yes there are some states that allow you to go through the application for licensure in the US but with a wait of approx 5+ years at the moment due to retrogression much better to take local boards and gain some working experience or look to another country to gain experience that will accept without local boards
