This question is made for the benefit of those who are educated in the RP and plans to take the cgfns exam for the sake of who plan or want to move/relocate to a "cgfns exam state"(current plan or future plan). Thank you.
The NLE is required for any Filipino citizen that wishes to take the CGFNS exam, as it requires the local license to sit for the exam.
There is only one time that it is waived and that is for someone that trains in another country and cannot write the local exam in that country, usually do to language constraints. Have seen it with one of the International Universities in Thailand, where the students were taught in English, and never learned Thai; the licensing exam is in Thai. And their home countries would not let them write their local exam as they did not train there, such as with those that are from Japan.
So, if the nurse has US citizenship, they do not qualify for the NLE exam; even if they trained in PI. They will need to get a special waiver from CGFNS for this. But since there are only a handful of states that still requires the CGFNS exam, it is not much of a concern anymore.
Most that are training in PI, are not going to a state that requires the CGFNS exam. But if they need it, I am sure that they can ask, as they have done so in the past.
