your license here in the philippines must be current in order for them to verify it for the US, so you have to renew it since it has already expired. that can be done in PRC through the express route, if you are in a hurry. you apply in the morning and i believe you get your ID by the afternoon. if you opt for the standard route, it'll take a month, give or take. i'm not sure how much each costs, because fees are individually assessed, meaning it's a case-to-case basis, but what i'm sure of is that the express route is more expensive than the standard route, obviously.
after renewing your license, it can now be verified. there's a form in PRC which you have to accomplish. it's the State Board Verification Slip. it's yellow and half the size of a bond paper. you then have to pay 75 pesos for the processing. you also have to pay for metered documentary stamps (21 pesos) which will be stamped on the license verification form from Texas and postage stamps (101 pesos). you also have to have a photocopy of your PRC ID. the last step is to submit all of these things (state board verification slip, license verification form from Texas, photocopy of PRC ID, postage stamp and official receipt of processing) and sign in the logbook at Window C, if it's the PRC here in Manila.
i just did mine yesterday so i still remember all the steps. i suggest you ask a relative or friend based here in the Philippines to do this for you. although it's fairly easy to do, you just don't know what can happen, especially since you're dealing with a government agency. hope i answered your question. good luck!
