There are a few that stand out in my mind. American English would be the best that I can think of. They teach real English and communication skills rather than just teaching you how to pass an exam.
SpeakWell also focuses more on communication, they state that the review method used is compatible with either IELTS or TOEFL and the students from SpeakWell perform well on both.
Universal Worker has an IELTS program that seems to be very strong as well.
Magister uses a solid training and they are routinely hired to do in-house English programs for many universities in the area as well as the English training for call centers in the Manila area.
Niner has a strong reputation, however I have spoken to several of their "graduates" or whatever you like to call them... sure they passed IELTS but they still cannot communicate well in normal conversation.
What is the point of passing an exam when you still can't communicate?
