hi,
im getting married to a h1b holder and that will automatically entitles me to h4 visa, im planning to take the nclex in the US.
i guess my questions are...

1. what are the requirements for nclex
2. what are the process that i should take to convert from h4 to working
3. if i be living at NJ what are the requirements there?
4. if i wont take the local board what chance do i have to work as a nurse there.

You cannot just convert, you need to go thru the process of getting a green card. One problem that I can see right away, New Jersey requires the CGFNS exam, and no way around that requirement even with endorsing. The CGFNS exam requires that you have a license in your home country, or a very good reason that you did not take your local boards, and it will be hard for you to come up with a reason, since you do not meet any of the existing rulings for that.

Depending in where in NJ that you will be living, it may be easier for you to get a license in a state next to NJ, and just commute to work. Especially if it is close by.

Nothing automatically entitles you to the H4 visa, you will still need to get approval from immigration for that.

NCLEX-RN is the final step of the licensing process, you must apply to a state for licensure and have your credentials accepted, then they will give you approval to sit for the exam. You also need to take and pass the series of English exams and get a Visa Screen Certificate. Remember that your spouse's visa only entitiles you to live in the US, not to work, you will need to follow the same procedures as if you were just applying for a green card on your own. You will be able to get a green card for your husband as well; as your spouse.
