Sorry to hear that you did not make the retesting of the NLE. As far as I know, you are going to have to rewrite the entire exam, you will not be able to write the two sections alone if you already did once.
I would recommend that you keep your license and get some experience under your belt and then rewrite the exam later on. If you give up your license now, it is still going to be a couple of years before you will be able to work in the US, if at all. There is no guarantee to that anymore for anyone.
Topics on exams are always changing, samething with the NCLEX exam. Exams are never similar and should never be prepared for as to expect that.
I would focus on working at the facility that you wish for now, or even consider another country to gain some experience first. Then retest and you will feel more comfortable, but if you have been waiting a year for this job, do not give that up now. No sense in that.
