There is a difference between Board Certificate and Certificate of Registration.
The Board Certificate or Board Passing Certificate just state that you passed the Nursing Licensure Examination. This certificate is printed out in a plain bond paper.
As for Certificate of Registration, this is a document which officially state that you are a registered professional nurse. This is released 3 to 4 months after your registration. This is printed out in a specialty paper. It looks like a diploma.

hi robocop, i was just confused, all this time i thought that the board certificate is the one that looks like the diploma, because that's been the explanation given to me by the person i know inside PRC(a family friend) who helps me to have whatever paper i request from them in only few hours of waiting. I said that i needed this and that, and then when he handed me those papers already, he just arranged it in order based on the list i gave him to me, and before we parted ways, he reviewed to me the papers that i got from him one by one. as far as i remember, board certificate is the one that looks like diploma. board passing certificate is the one writen in a bond paper saing that you passed your exams on this date with a rating of this, and so on.
