If a nurse who will be given a green card (pathway to being a US citizen) is going in as single-entry, he or she is expected to fully assimilate with his new country and local community. Assimilation includes finding some one and starting a family from the new host country.
Now, if the host country says that their family-based petitions is so stressed up and they can no longer accommodate and give visas then that is their prerogative. Visas are not unlimited. The family-based petitions from the PI is so backlogged and retrogressed for so many years that immigration lawyers are not even advising someone go through it anymore if they can be petitioned by other means, such as employment-based petitions. Immigration lawyers will always say hands-down that if you have the means to be petitioned via EB, the better because being petitioned via FB coming from the PI takes so long that sometimes it isn't worth it and not worth their time.
So many relationships, gets tested year-in and year-out for those unmarried and awaiting to immigrate. It's either they hasten their plan to get married before the one being petitioned signs the DS-230 forms or they just end the relationship and never go back. Simple as that and this what is being done for years. The decision has to come before the DS230 forms are signed because everyone knows that being petitioned via family-based petition takes years if coming from the Philippines.
Now, for parents and siblings. Majority of parents do choose and are happy with just a Visitor's Visa. It is good for 6 mos. and may even be extended. More than enough for some to visit their children and they have the benefit of going back to the Philippines come fall and winter time. They will go back to the PI, no matter what. Just a matter of time. They keep their properties back home as that is their fruit and labor. They have the best of both worlds already w/ just a visitor's visa. They can visit their children in the US for 6 mos. or more (if extended) and treat their home country as a summer vacation come winter time in the US.
For siblings, majority do not let their immigrant siblings petition them anymore as it will take years as previously stated and they would rather study again even if it will take another 4 years or so just to be petitioned via EB as that will still be the fastest route. And this is what majority are doing, already.
Everything is covered for nurses. Nothing is taken away. If the family-based petition is efficient and not very backlogged then there might be some point that something is being taken away but with the current FB system and how backlogged and retrogressed it is, nothing really is being taken away. Many in fact are already shunning away from it, as far as if coming from PI.
And besides, it is really the host country's prerogative and it is not non-US Citizens that sets the immigration policies. Being a 'bad' or a 'good' proposal (and it is only a proposal at this point) wouldn't matter. The host always sets the rules and the guests would have to follow.
