Pediatric Nursing Competencies

I am newly in charge of developing nursing competencies for pediatrics. I work in a small community hospital that can have not pediatrics one day and 10 the next. Anyone have an idea of what competencies I should be focusing on? How do you test these? Which ones are a must during orientation? Does anyone use a pharmacy competency for pediatrics in their hospital?
Any input would be greatly appreciated!!!!
