Congential displaced radial head (elbow)

I am wondering if anyone can give me information on this condition called congential displace radial head located at the elbow. I've search on the internet for information but am unable to come up with decent information. I've seen pictures of x-ray and also a friend told me the person's bones need to stop growing and then perhaps surgery can be done.
